VATME Letter of Agreement
Saudi Arabia and Bahrain

26 Ramadan 1430 / 16 September 2009

The following Letter of Agreement will refer to the transition between the Bahrain FIR airspace covering Saudi Arabian territory. This LOA will cover handoff points, lower and upper limitations, and instances where there is absence of controllers.

I. Bahrain FIR

All airspace that is designated as Bahrain FIR - (OBBB) that is within the Kingdom of Saudi Arabia will cover all traffic with the exception of Damman Area. (see II). Bahrain Control will take over any traffic passing through Bahrain FIR at any direction with the exception of Damman Area. OBBB_CTR takes responsibility for aircraft above FL250 in Damman Area.

II. Dammam Area Control Zone
At the intersections in an arc below will make the border of Dammam Area, which is controlled by OEDF and OEDR Approaches. These intersections are:

DUSTA BOROP GEPAK ASKIM PURSI PETOI

This airspace is Saudi controlled and will be manned by Jeddah Control in absence of OEDF_APP or OEDR_APP.

III. Handoffs

- Traffic departing Damman Area

Any traffic departing Damman via PURSI shall be handed off by OEDF_APP to Riyadh Control (OEJD_R_CTR) at PURSI or approaching FL250. If Riyadh Control is not online, but Jeddah Control is, then traffic shall be handed over to OEJD_CTR. If Jeddah, Riyadh, or GULF_FSS is not online, then Bahrain Control should be contacted when reaching FL250 or PURSI, whichever is sooner.

Any other traffic departing Damman or Dharan via ASKIM, GEPAK, BOROP, or DUSTA should be handed off from Damman Approach to Bahrain Control when reaching these intersections or FL250, whichever is sooner.


- Traffic arriving to Damman Area

Any traffic arriving to Damman from Riyadh Control shall be handed off at KINIB to Damman Approach. If Any other intersection is filed, then handoffs shall be made from Riyadh/Jeddah control to Bahrain Control as regulated.

- Handoffs between Jeddah and Riyadh to Bahrain

Jeddah Control East (OEJD_E_CTR) shall hand off any aircraft at least 10 nm from the following waypoints to Bahrain Control and Bahrain Control shall do the same to Jeddah Control East at:

ANTER TAGSO OLOVO AKODI ITIXI COPPI EMILU

Riyadh Control (OEJD_R_CTR) shall handoff aircraft to Bahrain Control and Bahrain Control shall do the same to Riyadh Control at the following waypoints at least 10 nm from:

PUSLA TORKI ORLAL SAMER GIBUS AKRAM PAVAD PATOT
and
KIVIB (if traffic is not arriving or departing to or from Damman Area)

Jeddah Control South (OEJD_S_CTR) shall handoff aircraft to Bahrain Control and Bahrain Control shall do the same to Jeddah Control South at the following waypoints at least 10 nm from:

KIPOM LUTOG KANDU DIRAS GIPNA
(traffic at DUDRI shall be coordinated with Bahrain and Sanaa FIR's)
In the absence of OEJD_E_CTR, OEJD_S_CTR, and OEJD_R_CTR, then OEJD_CTR will cover the entire Saudi Airspace and handoffs at the above mentions points shall be in effect when Jeddah Control is present.



IV. Positions

- If OEJD_CTR is online but OBBB_CTR, GULF_FSS, and OEDF_APP is not
OEJD_CTR will retain control on all arriving and departing aircraft in Dammam Area within Bahrain FIR. OEJD_CTR will handoff transitting aircraft not intended for Dammam Area to UNICOM for TIBA at the above mention handoff points.

- If OBBB_CTR is online but OEJD_CTR, GULF_FSS, and OEDF_APP is not
OBBB_CTR will carry out normal operations within Bahrain FIR. If aircraft contacts from Damman Area, OBBB_CTR shall advise to switch to UNICOM and contact Bahrain Control when passing FL250 or the above mentioned waypoints.

- If OBBB_CTR and OEDF_APP is online but OEJD_CTR and GULF_FSS is not
Just as above except and as per section III for handoffs.
