Letters of Agreements are documents and contracts between neighboring FIR's that explain in detail how to enter each FIR, at which FL and at which intersection, who to contact, procedures, restrictions, and so on. Saudi Arabia borders 10 FIR's, 2 of them having a 3 border point (Israel and Oman). The following LOA's have been approved by both sides of the governing division and/or VACC of the FIR parties involved.

Who can use this information?

Pilots planning flights to, from, or overflying Saudi airspace should be familiar with how they will file their flight plan and enter the Kingdom. They should be familiar with the appropriate sections of the respective FIRs and know who to contact if the controller position is manned

Controllers need to know where to re-route aircraft and what points to handoff aircraft. This information concerns all controllers regarding handoffs domestically and internationally. It also provides in the domestic LOA how to coordinate aerodrome positions
